Based on what is stated here, it is still not clear why the bill is necessary if there is no enforcement nor requirement for clergy to marry said couples. To have the marital rights similar to any other couple, essentially means that this bill would enable the couples to be considered next of kin or arbitor of legal issues (will, insurance, etc.).
